“Rezoning” Approved for Deebing Heights Premises

Baird & Hayes have successfully obtained a Variation Approval, to vary the effect of the Local Planning Scheme on a Deebing Heights premises. The land is zoned Rural Constrained, but Baird & Hayes successfully negotiated an Approval, albeit through the Planning & Environment Court process, to “rezone” the land to Sub-Urban (T3) Zone – Residential Land.

The project will result in 153 Residential Lots of a MINIMUM 600m2! Plus 1 additional lot around the existing dwelling on site, and other lots dedicated to Council for various purposes including drainage and environmental management.

Key concerns related to:

core koala habitat: which required a detailed analysis of the high quality koala habitat areas over the site and preparing a justification as to how the proposal is avoids, minimises or mitigates impacts on habitat areas. The result? Approximately 15 hectares of Covenant Area over High Value Vegetation.

civil design to address access and serviceability. The design will incorporate a sewer pump station on the western alignment. All other services and roads will be an extension to the nearby estates off Grampian Drive.

Overall, the main challenges were the new koala habitat legislation which was introduced in February of 2020 and the debate around “planning need”. Throw in the mix the issues of COVID and the project certainly had its moments! However, the end result was convincing Council that this project serves a NEED for dwelling houses within the Ipswich Area and that this project provides a well balanced approach to both the Ecological and Housing needs of the region.
